Minister Bouy: Gov’t will implement HRMIS to Provide Basic Modules for Civil Service

The Minister of Public Service (MoPS) explainedthat Gambia Government will be implementing a Human Resource Management Information System (HRMIS) to provide basic modules needed to oversee the effective management of the Civil Service.

Hon. Baboucarr Bouy delivered this statement on Monday November 11, 2024 during the official opening of a two-day final validation workshop for the HRMIS, underway at National Nutrition Agency (NaNA), along Bertil Harding highway.

The objective of the workshop is to review and validate the HRMIS strategy and associated documents to ensure that they are suitable to guide the implementation and sustainability of the digital management information system.  

Minister Bouy also explained that, Government, with support from World Bank, is preparing a Public Administrative and Modernization Project (PAMP), which aims to provide fiscal and Human Resource (HR) management capacity for improved system delivery.

The successful implementation of the project he went on, is expected to lead to efficient automated HR processes and comprehensive, reliable digital HR data through an integrated HRMIS.

He therefore emphasized that, for the first time, Government will be in a position to collect and manage HR data more efficiently, plan for HR needs in a comprehensive way, monitor and control its wage bills and effectively utilize existing skills in the Public Service.

“When HRMIS fully implemented, will allow for the digitalization of HR records, easy retrieval of HR information, the proper planning of HR needs in the public sector and full payroll automation,” said minister Bouy.

He hailed WB for financing the development of the HRMIS strategy as well as expressed his appreciation to CPCU under MoFEA for managing the fiduciary aspect of the project and staff of his ministry for coordinating the development of the strategy.

Permanent Secretary, Personnel Management Office (PMO), Lamin F.  Jawara highlighted some benefits of the HRMIS.
