The International Institute for Democracy and Electoral Assistance (IDEA) has effectively trained National Assembly staff on crucial communication and media issues.
This training is not just an enhancement; it’s a vital step towards increasing public engagement, improving transparency, and significantly strengthening the institution’s capacity to communicate its legislative work effectively.
Kalipha Mbye, the Clerk of the National Assembly, firmly stated that the capacity building of staff is essential for the National Assembly’s growth and for fulfilling its social contract with the people. The intricate dynamics and complex functions of parliament can only be truly understood from within the institution.
Clerk Mbye emphasized that the National Assembly places immense importance on staff capacity building, and he acknowledged the European Union for alleviating some of this burden through their support. He commended the EU’s involvement in the creation of the National Assembly’s first-ever communications strategy.
Raphaël Brigandi, Deputy Head of Mission of the European Union, outlined the necessity of a meticulous legislative process that includes multiple stages to ensure laws are thoroughly considered before passage. “From the introduction of a bill to its review in committees, through multiple readings and final approval by the President, each step is crucial in shaping national political and policy debates,” he asserted.
He stressed the importance of public understanding and engagement in this process, emphasizing that all Gambians must be aware of how proposed laws could impact their daily lives.
“Grasping the decision-making process is not merely important; it is critical for building trust between citizens and their representatives, thereby reinforcing democracy as a whole. The European Union takes great pride in supporting this initiative as part of a broader commitment to bolstering Gambian-led efforts in strengthening democratic institutions. As Europeans, we unequivocally share with The Gambia a steadfast belief in democracy, good governance, and accountability,” he declared.
Jainaba Faye, Head of the International IDEA Country Office, stated with conviction that in 2024, through the EU-funded CODE project, they will lead the development of a comprehensive four-year National Assembly Strategic and Investment Plan. This initiative is focused on crafting an open, transparent, and democratic legislature, strictly adhering to principles of good governance, accountability, and integrity. It is designed to deliver effective legislative scrutiny, oversight, and representation for the citizens of The Gambia, backed by a dedicated and professional staff.
She pointed out that this initiative will be bolstered by a three-year communications strategy explicitly aimed at implementing the National Assembly Strategic and Investment Plan.
According to her, this communications strategy is pivotal in bridging the divide between the legislature and the public, enhancing communication and the flow of information within the National Assembly, and with its key stakeholders.
Moreover, she highlighted that the strategy is focused on raising significant awareness about the National Assembly and its functions, fostering profound positive changes in perceptions and attitudes toward the institution, and projecting the National Assembly as an unwaveringly trustworthy and transparent entity.
